SUMMARY OF PROPOSED CHANGES TO COUNTY COMMISSION DISTRICT BOUNDARIES
The following text describes the differences between the County Commission district boundaries that are currently in force, and the proposed district boundaries.
District 1
A portion of Lincoln, bounded by the following, would be moved from District 1 to District 2:
on the north - Highway 78, Highway 77, and Interstate 20;
on the east - an unnamed creek just east of Summer Dale Lane, Allen Road, and Jackson Tract Road;
on the south - Choccolocco Creek/Logan Martin Lake; and
on the west - Logan Martin Lake.
An area just east of the City of Talladega, bounded by the following, would be moved from District 1 to District 2:
on the north - Highway 21, Stockdale Road, and Ironaton Road;
on the east - Cemetery Mountain Road;
on the south - Woolfolk Road, the Waldo town limits, Burt Road, Dye Road, and Highway 21; and
on the west - the Talladega city limits.
District 2
The two changes noted in District 1 plus:
An area just north of Talladega and a portion of northern Talladega would be moved from District 2 to District 3; i.e., the area bounded by:
on the north - Idella Road;
on the east - Highway 77, Valley Road, Jackson Trace Road/Bankhead Boulevard; and 17th Street;
on the south - Sloan Avenue East, Jemison Street, Highway 77, and Shocco Springs Road; and
on the west - Cove Shocco Road, Cove Access Road, and Stemley Bridge Road.
The area bounded by the following would be moved from District 2 to District 3:
on the north - West Renfroe Road;
on the east/south - Renfroe Tower Road; and
on the west - Jonesview Road.
District 3
The two changes noted in District 2 plus:
An area near Kymulga, bounded by the following, would be moved from District 4 to District 3:
on the north - Grist Mill Road;
on the east - Kymulga Road;
on the south - DeSoto Caverns Parkway; and
on the west - Forest Hills Drive.
District 4
The one change noted in District 3 plus:
A portion of Sylacauga, bounded by the following, would be moved from District 5 to District 4:
on the north - Odens Mill Road;
on the east - Old Sylacauga Highway;
on the south - Alabama Avenue; and
on the west - Old Birmingham Highway.
A portion of Sylacauga, bounded by the following, would be moved from District 4 into District 5:
on the north - James B. Payton Boulevard;
on the east - Old Birmingham Highway;
on the south - West Fort Williams Street; and
on the west - Highway 280.
District 5
The two changes noted in District 4.

Changes to the district boundaries are necessary because of population shifts that have occurred in Talladega County since the last time the district lines were drawn. Talladega County’s target population for each district (the 2010 population divided by five) is 16,458. Using the original voting district boundaries, the District 1 population is 19% higher than the target population, and District 3 is 13% below the target population. Federal law mandates that the difference between the districts with the largest and smallest populations (in terms of deviation from the target) be no greater than 10%. The deviation under the original district boundaries is 32%. The proposed district boundaries would narrow the deviation to 6%–from a high of +3% in Districts 2 and 3 to a low of -3% in District 4.

Federal law also prohibits retrogression, or reducing the percentage of minority population in a district in which a majority of the population represents a racial or language minority group to the extent that a minority representative could not be voted into office. The ideal range for a single district is 60-65% minority. District 3 is Talladega County’s minority district. According to the 2010 Census, the black population in District 3 is at 67% under the current boundaries and would be 67% under the proposed boundaries.
